Wrote to Dadabhai Naoroji on motion in Transvaal Legislative Council to restrict renewal of Indians’ trading licences.
1904, February 11
Wrote to Medical Officer of Health, Johannesburg, about overcrowding and unsanitary condition in Indian Location and forewarned him of possibility of outbreak of epidemic.
1904, February, prior to 15
Visited Indian Location in Insanity Area, Johannesburg.
1904, February 20
Wrote to Medical Officer of Health reiterating stand taken by him in letter of February 15.
1904, March 1
Intimated Medical Officer of Health that plague had broken out in Johannesburg.

Informed the authorities that a number of Indians, "dead or dying" were being "dumped" in the Location; visited the suspected area accompanied by Dr. Godfrey, Dr. Pereira and a health inspector.
